I-A.  "PERIOD OF MOBILIZATION " ACROSS TAIWAN STRAIT BEFORE 1991

 

The ROC Government issued the Temporary Decree in Effect of Period of Mobilization for the Suppression of Communist Rebellion on May 10, 1948. The Decree was not "temporary" because after President Chiang Kai-shek and his KuoMinTang (KMT) government fled to Taiwan in 1949, it lasted in effect for thirty-plus years in Taiwan[9]. Any contact with Mainland China was "rebellious" let alone trading with communists.

On May 1, 1991, Taiwan President Lee Teng-hui declared the rescission of Temporary Decree and the termination of "Period of Mobilization". A new era in cross-strait relationship began.

 



[9] This was to show the resolute intent of Chiang and KMT that a re-unification with mainland should be the ultimate goal of the Government-in-exile at Taiwan.
